Yes this this is the expected behavior. When you embed content in SharePoint, think of it as a window or tunnel into that content. SharePoint opens a little portal in the space-time contiuum that let's you work with Power BI, but it doesn't actually control or remember anything. When you reload the page, you reload the content with it's default settings, layout, slicers, etc. The same thing is true for embedded Excel or PowerPoints.
It works differently in Power BI because in that case you are working WITHIN the proper application. Same way Excel and PowerPoint will remember any changes you make WITHIN the app.
If you want different defaults, you will need to republish the app in Power BI.

I am not a Power Bi expert but if you try to use not the power bi webpart but a script editor and put the report url in an iframe does it works better ?

I am using the power bi webpart to embed a report in sharepoint online which works fine, but it doesn't "remember" my slicer settings if I close the browser (or tab) and go back. Is this the expected behavior in power bi within sharepoint or is there another setting I need to check? When I look at the report in power bi service, it remembers my slicer settings just fine, so I know the power bi file itself is fine.
